Per request of MCC, I put the target to empty position.  The MCC will
do some beam tuning at low current.  Meanwhile Left Septum is still
cooling (8.6 K now). I talked to crew chief Lehmann.  He needs to
get a good beam tune through Compton, etc.  He thinks he has that
now but the eP ion chambers are tripping.  After he realized the
L-septum is off, causing asymmetric steering, he thinks that may
be why eP trips. But I doubt it because those ion chambers are way
upstream. Our plan is:

1. Try more tuning to target at very low current.
2. After L-septum is cool enough (ca 6.5 K) we turn it on.
3. More tuning with both septum on -- ensure good beam to dump.
4. If ion chambers still trip they will need to be masked (requires
permissions).
5. Eventually : High current / raster check / target in.
