I've added two word to fastEpicsLogger

  FB_A:charge_asym_min

 and

  IPM2C24A.IENG

The first will allow us to help debug some new accelerator diganostic software. 
The second should allow us to more easily filter our data for Hall B being 
off/on, for accelerator study. 

These words, plus osc_jitter (laser phase noise monitor readback) have been 
added to the default root file configuration file.
