Slightly less injector transmission (97-99 percent), and slightly more laser 
phase noise appears to be increasing the charge asymmetry width.

Also had to make a change to the default PC voltages for IHWP out.. first run 
of this state (run 6114) started with about 300ppm in bcm1.  Here's the changes 
I made..
