Pavel switched the electronics for the cavity monitors so that the upstream 
electronics (cav2) is now connected to the cavity which is physically the 
downstream cavity and the downstream electronics (cav3) is now connected to the 
cavity which is upstream.  The new phases are shown below.  Things aren't 
perfect, but perhaps they are good enough for now to identify whether the 
pickup problem we see is from the cavity or the cavity electronics.

I was changing the cavity phases a lot during HAPPEX runs 6475-6479.  I took 
spectrometer runs 3076-3079 to look at the quality of the phase values.
