keyword=Raster off position scan for cavities

Here is a summary of the raster off cavity study:

Changed target from Hydrogen to single-foil Carbon. MCC ramped down the
raster, and I turned the raster off using the switch in the middle room of the
counting house. Running at 58 uA, we adjusted the blumi HV to have a signal
    around 30K channels.

HAPPEX Run 6602 and HRS Run 3108 were taken with nominal bpm positions and y
offset by +1 mm. MCC called to say that there was a problem with the PSS
system, so we probably wouldn't have beam for a while, so we stopped the runs.
Then beam was back very quickly because they were able to clear the fault. I
started a HAPPEX run, but forgot to start an HRS run until the next to last
    point.

    HAPPEX Run 6603
    X	Y	event bpm4a	bpm4b
    0	1 1k-13k 0.964	1.181
    0	-1	16k-28k -0.906	-1.171
    1	0	33k-45k 2.541	-0.442
    -1	0	51k-65k 0.5	-2.4	*also HRS run 3109
    0	0	68k-80k 1.57	-1.377	*also HRS run 3109

I used scandata to keep track of when the beam positions had been set
correctly. Dithering was on during all of this. At the end of the test, we
turned the raster back on by the switch, and then MCC ramped the current back
up. Spot++ looked good, so we switched back to the Hydrogen target and changed
the blumi HV back to nominal.
