    keyword=septum and sweeper adjustments

    We adjusted the septum to a value that is scaled by
    the momentum from where we ran.  We kept the same +10% 
    in an attempt to preserve the optics.  We also scaled
    the sweeper down by the ratio of momentum, again to
    preserve optics (hopefully).  Eugene says the sweeper
    doesn't matter much for septum heating.  There may be
    a tiny gain by reversing polarity, but we decide not to.
