    keyword=multiple occurances of window-setting

    There are multiple places where the time-window and latency for the
    F1-TDC are set. What I have changed is:

    configuration file:

    - /adaqfs/home/a-onl/vme/F1TDC/cfg_f1.dat which is loaded at boot and
    during the download.

    - /adaqfs/home/a-onl/crl/gen/genvme1_ts.crl to NOT set the window and
    latency manually, but just from the configuration file. Also, does an
    f1Init at the prestart as well to overcome any initializations done by
    the scaler server.

    - /adaqfs/home/a-onl/scaler/saw_server_gen/RPC/scalersf1_vx.c to set the
    window/latency to 500/600ns as well.

    A question about how the scaler server does the f1Init inside it -- it
    uses a flag of 0x4 as opposed to 0xc done elsewhere. This supposedly
    means that the modules are NOT trying to use the distribution board in
    the scaler server. Could someone clarify this?

    A change MIGHT be needed in event_list_f1rates*.crl as well, but I am
    uncertain which are the relevant ones to change, and their functionality
    appears to copy that of the scalersf1_vx as well.
