We checked the neutron arm rates by changing the threshold:

              threshold     Rates
                -500mV     430KHz 
Run 2649        -750mV     172KHz
Run 2648,2650  -1000mV      69KHz

It turns out the threshold script we are using allows us to set the
threshold up to -1000mV, so we couldn't change it to higher than that.
Run numbers given in my previous two entries (165190 and 165195) 
are typo... Sorry. We are analyzing these runs, and in the meantime 
I already changed the threshold back to -500mV.
