    Followups:

keyword=R-arm norm scaler needs power cycling

The normalization scaler on the R-HRS is reading back all -1.
This usually means we need to power cycle that VME crate TS0. I
tried rebooting the crate and it didn't help (I didn't expect it to).

    I'll assume this isn't urgent.
Implications: less redundancy and no time base for R-HRS scalers
unless you force the software to find a clock elsewhere.

I also noticed that the portserver hatsv3 is not responding.
Again, a power cycle should fix it.

So we'll need to access R-HRS and :
    1. power cycle TS0 crate
    2. power cycle hatsv3 portserver
