After consulting Dave Meekins, we believe that the offset of the carbon hole is real. The target ladder is too high by 1.5 mm and probably angled to the left by 2.2 mm at the carbon hole position. Dave will reprogram the lifter file to correct for this. Running with the beam 1.5 mm too high would cause reconstruction aberrations in the HRSs. We don't care as much about the horizontal offset except that we need to ask MCC to steer the beam such that BPMA_x = BPMB_x = -2.2 mm.
