Regarding the L/R asymmetry, we have for the Pb runs (2723/21055):
750/600 Hz raw trigger rate (T3/T1)
40673/33859 entries in the Cherenkov sum histograms
12903/16510 entries in the delta spectrum (full cuts)
The latter two items refer to the physics replay with 50000 events.
Also, we see that the Cherenkov sum in the left arm has a much larger pedestal. So the additional left-arm events seen in the raw trigger rate seem to be junk that doesn't fire the left-arm Cherenkov.
Assuming we regard the junk in the left arm as some mystery background, the question remains why there is a roughly 25% discrepancy between left and right after "full cuts". Note that this discrepancy is opposite to the one seen in the raw trigger rate. After cuts, the right arm has more events.
These effects appear to be similar for all the targets, whether foil, extended, slanted etc.
