All the ROCs were not responding around 1:30am, shift workers tried to
reboot all the crates, then the coda still stuck in downloading ROC3, but
ROC3 has communication. It took about an hour to find out that it was ROC
5 (added this morning) which lost the communication, the window for ROC
was not open, and it delayed the diagnoses.
Kalyan opened the window for ROC5, suggest to keep them all open in the
future. I will make a list of the ROCs in use to the wiki in the current
experiment link.
