    Target yellow alarm -> fan frequency jumps above the 66 Hz alarm
    threshold.

    The target fan speed undergoes oscillations. JP and I have
    increased the fan speed (17% to 20%) and increased
    the ESR flow from about 10.1 to 10.5 g/s to deal
    with increased fan-induced heating. Now the fan frequency
    is stable again; now at 48 Hz.
