    keyword=scaler swap on L-HRS

    I, Bob, swapped the scalers that Vince said wasn't being veto'd with the
    aerogel A1 scaler. The problematic scaler is from MIT/Bates. It doesn't
    work at all with Input Mode =1, so I used =0, but this apparently caused
    the symptom Vince saw in halog 234282. However, it's good enough for A1
    since we won't gate that scaler.

    The gating was checked with a local logical-true signal gate. I noticed
    that at the moment the gates sent from the BB-DAQ are true 100% of time
    -- this needs to be fixed. I guess it worked yesterday ?

    One other problem: The scalers have a signif. probability of "going bad"
    = all values -1. You can see it in xscaler if you click "show counts".
    A power cycling fixes this, but w/ each power cycle a scaler has a chance
    of coming up "bad". I had to power-cycle 4 times (!) to get all scalers
    to work: 3 seperate scalers took turns being "bad". It's working the
    last 10 min. We need to watch for this and possibly have a remote power
    cycle capability for the scaler crates.
