    Modified ts_scaler_rich.crl the same way I did ts_scaler.crl.

    Added the SPLITMB option for 4 GB filesplitting to as many configs
    as I thought we might use.

    Put the TwoArmRICH config near the top of the list of choices,
    as I think this is the one we will use for production datataking.
    The TWOARM_FB config is about halfway down the list.
