    Some modifications to scaler land:

    1. The bigbite header is 0xbbeN0000 for N=0,1,2,3,4... for slot N.
    This is now true for both event type 140 and ROC12 data. (Previously
    ROC12 was different) E.g. the 1st normalization starts at N=4.

    2. The run-time (gate from Trig. Super.) does gate the scalers
    which are (also) gated by target and beam-helicity, so they
    should not count in between runs. This is true on both bbite
    and L-HRS.

    3. For the normalization scaler that does not have target or
    beam-helicity gating, the one on bbite is not gated by the run,
    so it will count in between runs, but the one on L-HRS is gated
    by the run, so it should have precise normalization information,
    but won't count in between runs.
