    I modified scaler.map to contain the information needed to
    decode data in the ROC11 and ROC12.

    This would be lines like "target-beam" for evbbite and
    evleft ("ev" means event stream; if just "bbite" it means
    the event type 140). Also some "crate-tied" directives.
