Yesterday, shift worker find they can not reboot target IOC (iocha26) 
through hareboot24. That's because there is a web browser setting 
problem since CC asked to use their proxy to access internet monthes 
ago. 

Now most counting house computers in front room are set to be able to 
access hareboot24 by bypassing the proxy, which including:
adaql3
target computer (spin.jlab.org)
adaql2
hacweb1
hacsbc2
