This plot summarizes our problem on R-HRS. Using the PVDIS scalers
and Xiaoyan's code, a scintillator on the floor sees the beam
(good), but the scintillators which make a trigger in R-HRS detector
do not see much beam (bad). Well maybe they see a little.
All sorts of speculations why -- maybe blockage in target region,
maybe because Q1 off (we knew this would reduce acceptance, but
how much ?), etc, etc.
I think the rate normalizations are not quite right here.
