R-HRS scaler basic readout finished and tested with xscaler.
I modified the TS readout to be like L-HRS and bigbite in terms
of reading normalization scalers for every event and for synch
events, etc. But ... I don't have a TIR on the R-HRS TS, so I
need to hunt for one and try it out.

Here is a to-do list. If there's some confusion about who is
doing what, ask whoever has the overview (spokesperson ?).

Task ....... who (I think)

1. Obtain TIR for R-HRS TS .... Bob

2. Gating of R-HRS scalers by target, helicity, run .... Bo Z.

3. Check gating elsewhere (I think cabling was undone) ... Bo Z.

4. Target & helicity state into R-HRS datastream ... Bo Z./Joe

5. Revive HAPPEX DAQ and Lumi insertions .... Bob/Joe

6. Connect HAND to R-HRS ..... Bryan/Bob

7. Restore L-HRS DAQ .... Bob/Vince
