On further observation, it is noted that the hatsv3:2005 HV was off.
The GUI shows all green.
We try to turn on the HV. No luck.
Restart the HV control system. Finally things come back up.
It appears that someone pushed the "HV OFF" button for hatsv3:2005 HV.
