    I don't know the resolution of this issue but I have a few suggestions:

    1. We should assign a student to look at the raster, do the right hand
    rule thing, trace the cables and decide which is X and Y.

    2. There is a long-standing labeling ambiguity: As I recall, MCC likes
    to call X the horizontal direction of the B-field, and Hall A physicists
    like to call X the horizontal deflection direction. Be careful what
    you mean by X.

    3. In the hole-target studies I'm pretty sure that when MCC moved X
    on a steering coil and observed X move in EPICS on 4A or 4B, then the
    raster-X pattern (judged by the hole) moved, not Y. This seems to
    contradict the present observations.

    4. Lots of places things can get swapped, including software/database.
