Looks like the CH scaler data is bad for run 12382. (Gee, I thought
it was ok last night. Problem seems to be intermittent.)
The symptoms:
1. All channels have a frozen value -- does not fluctuate even
by +/- 1 which is very suspicious.
2. Every few K events (e.g. 5191) all values jump to a very
large number simultaneously on all channels.
We can swap out this scaler and see if it helps. Next opportunity
or when I'm told to. Meanwhile I'll recheck signals.
