    keyword=Dithering still not working

    bmwClient was not running on ROC23.  Ended run 13281 and rebooted ROC23.  
Started run 13283 (after coda restart because of hang from ROC23).  Dithering 
still not working.  Green monster shows "Beam Modulation Script is INACTIVE".  
(Showed ACTIVE briefly after reboot and run start.)  Will try again since we 
are now down for injector work.
