keyword=Target : Reduce reserved heating power by adjust local power supply

local power supply was put on 65V by JP to supply a ~300W reserved heating power on target in case of PID power supply failure.

It has been noticed that during a 100uA running on LD2, PID heater power haL1_hp_power_R dropped to 210-360W. The local power supply has tried to take over, when haL1_hp_power_R dropped below the reserved power (~300W). However, another setting on the output current (~1A) has been limiting the local power supply to work (luckily).

Therefore, two adjustment is applied to local power supply:

    1. Reducing output voltage setting from 65V to 51V, which corresponding to ~200W of reserved heating power.

    2. Add couple turns on the current limit button, which hopefully release the current limit when local power supply trys to take over.
