keyword=Power cycled adaql1, it came up. Start Parity DAQ.

I came in and power-cycled adaql1. It's up now. The shift crew had
    not tried power-cycling.

It looks like adaql1 is ok now and I started a new production run 13961.

I also reset the halog numbering. This got hosed when adaql1 went down.

FYI, implications of adaql1 down would be:

    1. Need to move Parity DAQ to another computer. Also Moller DAQ.
    This would be easy.

    2. Scripts that move data to MSS likewise move.

    3. Usually BTA runs on adaql1. Run it somewhere else. Auto-abu
runs on adaql1 too, but we can live without it or move it.

    4. Script that updates halog would need to move elsewhere. It's
a cron job on adaq account.
