Since we are using coolant from CHL, which supplies coolant to the accelerator, VTA FEL and aid to ESR. Any of these system could trig
fluctuations. If the target has been stable and we have not make any adjustment to the cryo flow (J-T valve), the fluctuation is not caused by our cryotarget. In this case, usually it's better to not make adjustment, as long as our target temperature is stable.
J-T adjustment sometimes could increase the fluctuations. The
fluctuation will slowly damping out if the cause goes away. It takes many minutes or even hours to get back to stable. TO only needs to monitor carefully, and usually does not need to do anything.
