xterms of TS1, ROC23 were closed now, but still cannot do "telnet" connection

The xterms of TS1 and ROC23 shows that they were closed by the foreign host.. I 
think it is the "roc_it" did the job. But I still cannot telnet into hatsv9. Is 
there anyway to remote power cycle these two ROCs or hatsv9? No info on the 
"how-to". Again, coda is running happy and data is good.
