I decided to redo the reference channels for the F1 and 1190 TDC's in 
ROC 5.  I am now taking a mostly undelayed copy of the L1A to the TDC calib
module in ROC 5 in the "com" input.  We then have two copies of the 
reference signal going into the 1190 and currently one into the F1 TDCs.
We can add more copies for the F1's if necessary.
