This entry is a followup to: 346299

Steve found that the extra 115 ns added to the TDC trigger for the F1s was 
not needed and might have caused additional problems.  He asked me to back
out of the change.  So the 115 ns cable was replaced with a 1 ns cable.

Experts should check that the F1 is working correctly.
