I have added a SIS3800/3801 scaler to ROC 5 in slot 20.  This is for the 
synchronization signal (fast clock).  I have connected a copy of the fast
clock in channel 1 (index 0).

I modified the bbvme1.boot script to load the scaler library and initialize
the module.  I was having some problems with the jumper configuration to 
switch the module from a 3801 to a 3800.  When I used dump3800, I got -1
for all channels in this module indicating the jumpers are set incorrectly.

I will need to revisit this later.  For now, the readout of the module is
not enabled in the crl code.  The version of the boot script was changed
from v0.2 to v0.3  The version of the crl code was changed from v0.4 to
v0.5, but until use3800 is set to '1', they are identical.
