I checked the timing of the triggers at the trigger supervisor. In my
rush earlier I failed to do so. After removing S2m from the T1 trigger,
I found that
T1 came almost at the same time as T5 and T3 came about 30 ns after T5.
I added about 25 ns of delay to T1 and removed about 6 ns of delay for T3:
T1 comes 24 ns after T5
T3 comes 24 ns after T5.
This should prevent T3 and T1 from stealing T5's time.
