This entry is a followup to: 348564

I attempted to reset and power cycle iocha22 both locally and using
hareboot22, which reboots iocha22 and iocha11 (right arm controls).  
iocha11 came back but iocha22 does not.  I then attempted to telnet into 
the port and boot the crate manually.  The boot parameters were filled
in, but upon reboot the cpu failed to load a file:
