On reboot of ROC's 3 and 4, both ROC's complain about 

Connect: S_errno_ECONNREFUSED
msql error : Can't connect to MSQL server on adaql2
-> Connect: S_errno_ECONNREFUSED
MSQL_Cmd_Connect: error 'cause socket < 0
msql: Can't connect to MSQL server on adaql2

I had rebooted ROC 3 earlier in the day and it was fine.  I am not sure 
what happened.  I also rebooted ROC 1 and ROC 8 and did not have this 
problem.

Upon boot of ROC 3 I also saw this messages:

I checked the loaded libraries and I did not see a difference between
ROC 3 and 4, but ROC 3 complains.
