This entry is a followup to: 348681

Regarding TS0, one should trace where the network cable goes and
power-cycle that network component.  I think it involves the little
switch near the laptop, but trace it to be sure.

However, TS0 is not part of the readout.  So the slowness would only
affect state transitions where it's scalers are cleared, etc.  The 
scaler data are injected by a separate asyncrhonous mechanism, i.e.
a client/server that injects into the ET system every few seconds.
