keyword=Re-enabled EDTM on left and right arms

I re-enabled the EDTM system with

    ./edtmsetup 0 92 232

where the first parameter is the left HRS edtm delay should be zero unless
left HRS is detecting a proton. The second parameter is the right HRS edtm
delay, which normally is 92 if S2m is in both T1 and T3. If the right
HRS detects protons, then it can be higher. The last parameter sets the
relative delay between BB/HAND and the HRS edtms. This number is actually
in units of 2.2 ns and is normally around 220 and 230. The maximum this
number can be is about 250 (550 ns). The relative delay between HRS and
BB is large due to the long cables to carry the signals from the PMTs to
the weldment at which the EDTM is injected.
