To improve the coincidence overlap for all kinematics for N-Delta, I 
increased the T1 trigger width from 40 ns to 50 ns.  This should help to
ensure when we switch from slow protons to faster protons, the coincidence
is preserved.  I did not change the T3 width, which is still at 70 ns.

I hestiate to add more delay to T1, since it will adversely affect the 
retiming on HRS's in particular right arm.
