This entry is a followup to: 351022

I think clearing scalers at "go" should work.  Need to move the block
of code to the "go" routine.

The "go" transition will first execute each ROC's "go" routine, and
only after that will it enable the Trigger Supervisor (and the gate).
This should solve the problem.  Try it.
