With finalizing the setup for the T5 coincidence, the T3 delay was changed
from 

./t3_delay 64

to 

./t3_delay 40

This not only helps the retiming on the HRS, but also the gating for the
BB ADCs.  With this time change, the electron T3 is delayed about 40 ns
after the slowest proton (T1).  The fastest proton will shift T1 forward
by 20 ns.
