I checked the RT before Vince made this change (~3pm). I found that L1A
comes about 60ns before retiming on the left, and on the right, L1A comes
about 25ns to 75ns before retming, due to different trigger types.

After Vince changed the delay, I am not sure how much L1A comes earlier
than retming on L-HRS. We need to look at the scope again to see whether
we are necessary to put delay on L1A on L-HRS or not, since it might be a
problem if the time difference is too large (if Vince redece the T3 after
I checked, now the difference would be about 60+32ns). Too bad I just
closed both two doors and left. Someone in the counting house please
check it.
