keyword=R-HRS: re-arrangement of cables at Patch Panel (both up and downstairs) for PS#19R, Cer#5,#7

I finished all my works in two HRSs and before I closed the doors, all
detectors have been checked and function normally. (excpet S13L broad
pedestal issue and double peaks of four Cer TDCs, which are not
    crucialfor the coming experiment.)

Yestoday and today I did three cables' re-arrangement as following:

1, PS19R: its cable from PMTs now connect to #15 of the slot for cerenkov
at patch panel(up-PP-cer) upstairs. Correspondently, its BNCtoECL black
cable connect to the #15 of cerenkov slot at patch panel
downstairs(down-PP-cer), so the map in the ADC does not change.

    2, Cer#5,#7 cables from Cer's Amplifiers connect to to up-PP-cer #12,#14
(#13 are bad, and #15 is for PS.19R), and as what PS19R does, the
cables that go into ADC are connected to the corresponding channels at
down-PP-cer. Hence, their maps also do not change.

After those changes, all three counters' very broad pedestals are gone.
I put lables with reasons, my name and date on those cables that I moved,
in case people might get confuse in the future. However, there are
several bad channels in either Patch Panel upstairs or PP downstairs that
are needed to be examed during shutdown:
                             PS#19R, Cer#5,Cer#7, S1#15,S1#16
