I double checked the retiming circuit for BB.  Everything looks fine.  I 
did decide to enlarge the veto window for the delayed L1A in case a signal
in BB was not present during the event.  This window was 250 ns and now
is 310 ns.  I noticed that the window was a bit too tight looking at the
cosmic data on a scope.  This should help avoid getting two retimed L1A's 
during the same event in case their is any jitter at high rates.
