    The ARC2 energy lock can not run if Hall A is taking data by itself since the beam current is too low for it to work. In the case that Hall C goes down for extended period of times and Hall B is not on, we can setup a witness beam to BSY in order to run that lock. The alternative is to periodically check for energy drift with BEM and correct manually.
