This entry is a followup to: 388094

The updated the right arm VDC database with the optics matrix from 2005
(not sure about the expt.) 

Here is a plot of target theta and phi acceptance using this new optics
matrix. The acceptance drop looks to be sharp, but the range of phi is
only -0.015,0.015 (nominally it is +/- ~0.04)
