This entry is a followup to: 388290

I looked at the issue of LHRS T1 and T2 scalers not counting properly. I
cannot reproduce what we saw with beam last night. T1 (and its copy)
counts fine with cosmics. The rate match with its copy and also with L1A
rate with ps1=1. I inserted clock into T1 scaler to test it with high
rate. I saw expected rate from T1. The cables look okay too. I am not
sure what is causing T1 scaler to show wrong rate with beam ...is clock
going bad sometimes?
