    The R-HRS scaler gating now has the logic as in fig 1, like it usually did.

    Here, T means true and F means false -- if true the scalers count; if false they
    don't count.

    The scalers integrate over the time the Trigger Superivisor (TS) is "live". This is
    needed for normalization of charge and precise count of number of events, etc.

    The scalers are cleared at the start of the run and a last reading is done after
    the end of the run.

    In between runs, the scalers are able to count, also. This latter is arranged by a
    "level clear" server.

    At the moment, this works on the one R-HRS scaler with triggers in it. I'll need to
    arrange a fanout for the other scalers. And I have not touched the L-HRS yet.
