    The R-HRS HV is working again. However, the bottom crate is pretty unstable.
    During some of my time working on it, I could not control any of the HV cards
    with primitive commands, so the entire crate was paralyzed. I think this has
    been happening episodically for weeks. Usually it gets "fixed" by a power
    cycling and running the primitive software to turn on cards. I noticed at one
    point that the card in slot 2 had lights blinking, which usually means its in a bad
    state and needs power-cycling. Since that card isn't being used, I've disengaged
    it from the crate bus. Working on the hypothesis it was a bad card. At the
    moment the crate is working.

    Other changes

    1. Roman updated the Java GUI. Some bug fixes had not been merged, but we
    found these by doing "diff" command between versions. Now, rpi4 works with tcp.

    2. I "automated" rpi4 such that its software gets started by a cron script. Same as
    for the other PCs. This way, the user does not need to run "start_hv" interactively.


    I'll ask Chuck to refurbish the R-HRS bottom HV crate with an rpi. It cannot make
    it any worse, I think.
