keyword=S0 moved out by hand, ready for beam

I took access and examined the S0 movement problem. The motor shaft
was vibrating, and the vibration would cease when I made the "out"
limit switch contact, but not when I made the "in" switch contact.
That means it was trying to move S0 out but could not.

Another observation was that on the previous "in" movement, S0 stopped
1 inch short of its limit switch. That means during the cross section
running of kine 3 we probably didn't have S0 at the "optimal" location.
Not sure if it matter (doubtful).

It looked like S0 was not obstructed, but I decided to turn off the motor
(unplugged the power cord) because if I was wrong and S0 was the hangup
then the motor platform would have jammed into the PMT. Common sense:
turn off the power. The electrical cord and 2 C-clamps can be found
together near the motor. After unclamping, S0 moved out easily by hand.

One other note: I had 1st tried rebooting the IOC connected to this
motor. Didn't work, and we had to restore VDC HV.
