    keyword=ts_scaler.crl mod

    Modifed ts_scaler.crl for TS0 and TS11 so that it injects the
    "prescale factor event type 120" at the start of a run, or when a
    run is filesplit, but NOT every 10K events. I asked the shift to
    reboot TS0 and TS11 at their next convenience.
