An escorted Controlled Access is sufficient. Go to the Power supply platform on the HRS. That is not the stairs that take you to the detector hut, but stairs closer to the wall that goes up only one "floor" to where the dipole and quad power supplies are (you may have to roll it into position).
Crate location on HRS power supply platform
As you walk up the stairs keep going straight ahead and look for a crate tucked up against the downstream side of the dipole magnet.
Bogie controls IOC
You can either press the Orange reset button, or turn the green power switch off, then back on.
